Why was access limited in the Agua Fria Conservation Area?

Access restrictions were implemented to protect public safety and sensitive natural and cultural resources.

Over time, the area experienced increasing impacts from activities such as:

  • Illegal dumping
  • Unauthorized shooting
  • Off-highway vehicle use
  • Damage to wildlife habitat and desert vegetation
  • Damage to cultural sites, including petroglyphs
  • Illegal wood cutting
  • Vandalism and other violations of park and state regulations

These activities threatened the natural environment and created unsafe conditions for visitors.


Why did the park begin enforcing motorized vehicle restrictions in 2007?

Maricopa County Park Rule R-107 prohibits operating motorized vehicles except on roads and parking areas designated by the department.

The Agua Fria Conservation Area, identified in the 1995 Lake Pleasant Regional Park Master Plan, was designed to remain largely undeveloped and does not contain established roads. As illegal activity increased, partner agencies determined that enforcing this rule was necessary to protect the area and ensure visitor safety.


What does “limited access” mean?

Limited access means that motorized vehicles are not allowed within the conservation area, except where specifically permitted.

Visitors may still enter the area on foot or by watercraft, depending on seasonal access conditions.


What recreational activities are allowed?

The following low-impact activities are permitted in the conservation area, consistent with the park’s master plan:

  • Boating
  • Fishing
  • Swimming
  • Hiking
  • Bicycling
  • Picnicking

Visitors should follow all posted signs and park regulations when recreating in the area.


Who owns and manages the Agua Fria Conservation Area?

The land is owned by the U.S. Bureau of Reclamation.

Maricopa County Parks and Recreation manages the area through a long-term management agreement. The conservation area designation limits development and helps protect the riparian habitat and surrounding desert environment.

Conservation areas are intended to remain relatively undisturbed to preserve native plants, wildlife, and cultural resources. Development is limited primarily to natural or interpretive trails.


What is the short-term plan for the area?

Motorized vehicle restrictions remain in place while agencies continue working on solutions that protect the conservation area while providing safe recreational opportunities.

Updates will be shared with the public as plans develop.


What is the long-term plan?

Multiple agencies are working together to develop a long-term management plan for the area.

The 1995 Master Plan will serve as the foundation for this effort. The process will include identifying appropriate recreational opportunities while protecting the area’s natural resources.

Public input will be encouraged and considered before any permanent decisions are implemented.


Who is affected by these restrictions?

Anyone accessing the Agua Fria Conservation Area may be affected by the restrictions. Visitors may still access the area:

  • On foot, using designated access points
  • By boat, from the main or north park entrances when conditions allow

How large is the Agua Fria Conservation Area?

Lake Pleasant Regional Park covers approximately 24,400 acres.

The Agua Fria Conservation Area includes roughly 2,400 acres within the park. Other conservation areas exist within the park boundaries but are not included in this estimate.


What happens if someone violates the regulations?

Individuals who violate park rules may be cited by law enforcement agencies, including:

  • Maricopa County Sheriff’s Office (MCSO)
  • Arizona Game and Fish Department (AZGFD)

Violations of Maricopa County park rules may result in citations, fines, or other penalties.
