Administrative Division
Purpose
The Administrative Division provides leadership, financial oversight, and administrative support for the Maricopa County Parks and Recreation Department. The division ensures staff have the resources, systems, and guidance needed to achieve the department’s mission and goals.
Key Responsibilities
- Financial Management and Budgeting
- Develops, monitors, and manages the department’s operating and capital budgets
- Conducts financial analysis, forecasting, and reporting
- Manages grant funding and special revenue funds
- Administrative Operations
- Oversees administrative services, including personnel support, office operations, and performance management
- Develops and maintains department policies and procedures
- Reviews and improves administrative programs for efficiency and effectiveness
- Strategic Planning and Reporting
- Supports long-term planning and resource allocation
- Prepares and presents budget and financial reports
- Conducts studies related to cost of service, asset management, and operational performance
- Information Technology Support
- Provides oversight of department technology systems, including hardware, software, and communications
- Coordinates with County IT for system support and infrastructure
- Maintains and supports point-of-sale and reservation systems
- Procurement and Contracts
- Manages procurement processes and provides purchasing support
- Develops, negotiates, and administers contracts, including:
- Use Management Agreements (UMAs)
- Intergovernmental Agreements (IGAs)
- Other service and operational contracts
- Ensures contracts meet County requirements and comply with policies
- Contract Monitoring and Compliance
- Tracks contract performance and revenue
- Coordinates renewals and extensions
- Ensures compliance with contract terms and County risk management standards
